Resume contribution-managed updates for the stable channel

Clears the operator ownership a rollback took, so contribution sync may advance stable again. Refuses with 409 when the channel is already contribution-managed — "you handed back something you did not hold" is a different answer from "done", and a silent no-op would let a console render a control that changes nothing.
