GET /api/biome-host-api/platform/runtime/parked-work

List every unit of work that has stopped and will NOT restart on its own — dead-lettered runtime-authority outbox rows and failed runner enrollments. An empty list is the only healthy result; each entry reports whether it can still be re-driven or needs an operator.

Authentication: bearer token (Authorization: Bearer <token>)
