GET /api/llm-registry-api/agents

List agent definitions. Agents declaring hidden in their biome frontmatter are omitted unless includeHidden=true — hidden is listability only, and such an agent stays invocable by ref either way. Biome-attributed rows are filtered through @xemahq/biome-governance-client against the caller org's enablement view; agents shipped by disabled biomes are omitted.

POST /api/llm-registry-api/agents/{id}/rescope

Re-scope an agent definition — promote its owner UP the scope ladder (the "add to project" / "publish to org" action). Legal promotions: user → project|org, project → org. Content is unchanged; only the owner columns move. Illegal promotions and non-owner attempts fail fast with 400/403.
